The public sector and state-owned enterprises (SOE’s) operate and maintain a vast property portfolio consisting of diverse, specialised facilities such as hospitals, universities, defence facilities (army, air force & navy), correctional facilities, scientific & industrial institutions, places of cultural historical significance, museums, theatres, sport stadia, administrative office buildings, residential housing estates, parlement, law courts, police stations, colleges, schools, railway stations, railway repair yards, commercial buildings, dockyards, etc., all of which share a number of attributes that could lead to major opportunities for reducing energy use and waste.
Typically, these facilities were designed in an era when energy efficiency was not a high priority, the major energy use components in these facilities would normally be heating, ventilation & air-conditioning (HVAC) equipment that belongs to an older, energy-inefficient and environmentally harmful generation of designs and they are not generally managed by specialist property managers.
